Base is the word they used back in the 80's and early 90's for foundation. It's simply the canvas prepared for the artist. The foundation is by Milani: #6 Caramel. The eyeliners are NK bought at Kims Hair Store for 99¢. Bonus tip: Adding White to the corner of your eyes can make them sparkle.
